Organizaciones de América Latina sobre el Klimaforum 10

I write this in english so it can be circulated also here among CJN people.
The situation here seems interesting. On the one hand Klimaforum backed by
a few very small ecologist grass root organizations, on the other hand
Frente amplio who is set up for information exchange between many
environmental organisations and anti neoliberal networks. On the paper the
Klimaforum organizations can be seen as almost negligble in sice compared
to the more resourceful organization within the Frente amplio.
It took some time to find out about the political content. At a meeting
during FSM tematico four Mexican initiatives four strands were presented.
Both political content and what organizations actually backs which
intiatives was somewhat unclear. Partly because some were not present at
the first meeting as Klimaforum and Via Campesina, partly because what to
do and what demands to put forward is still to be discussed.
1. The meetings without a name, afterwards others have labeled these
meetings Frente amplio, broad front, a classical Latin American left wing
concept. 6 such meetings has taken place. The last ones according to one
source far away from the city centre and hard to reach. It is these
meetings that Latin American social movements refer to in a recent letter
on Klimaforum as “a broad space of convergence and mobilization. This work
is the result of a call which went out among interested groups (including
RMALC, the Mexican organizations which are a part of the "Drawing the line
for
Change" campaign, Other Worlds, organizations from all social sectors
including members of Via Campesina and some NGOs which are a part of
this struggle).
2. La Rumba de Cancun, I am not for certain about this name but a Latin
American campaign for climate justice, and possibly wider ; question mark ;
supported by Mexican organizations as RMALC, the network against free trade
that grow out of the struggle against NAFTA.
3. Organicaciones de base ; almost grass roots organization, and partly or
all Mexican Via Campesina. This was presented as a strand that was not
completly integrated in the third
4. Klimaforum 10
A first meeting was held on monday. It was chaired by a young person from
the Boell foundation which is linked to the German Green party and a main
donor to many NGOs and environmental projects in Mexicom (in the letter
some NGOs which are a part of
this struggle) . Boell foundation has different strands within itself and
it seems like the Mexican environmental office belongs to the more
progressive side of the foundation.
The chair intervened quite extensively in the discussion. The main
contradiction in the Mexican work towards Cancun was said to be the
relationship with government. On what issues was not presented which made
the discussion obscure. Centro Mexicana de Derechos Ambientales seemed not
against to have some contacts with the government while RMALC was opposed.
Both groups participates in the Frente Amplio meetings.
The discussion was extensive but did not make the political content much
more clear. There is a strong Latin American cooperation between well
established networks that used the meeting in Cochabamba to further develop
their work towards Cancun. It was also clear that there were many Mexican
grass roots organisations, especially rural, that had their own discussion
on their agenda.
The most clear political agenda at the first meeting was promoted by RMALC,
mainly stating it was climate justice and refering to Cochabamba and some
general climate justice agenda as Latin American networks have formulated
the issue. It was more presented as something that was well known already
and not to be contested rather than in a critical manner showing what the
difference could be in relation to other opinions or in relation to
possible internal differences.
The more clear political content here in Mexico was instead developed as a
discourse against Klimaforum10 instead of formulating the own agenda. This
seems to be impossible as the Frente amplio meetings a for information
exhange and the particippants sop far in spite of many meetings have not
made their opnion clear.
The general Picture can be summarized: On the one hand there was a Mexican
initiative emerging with RMALC as the key organization within the Frenta
Amplio getting their legitimation from their established position as a
network working with many different summits and latin American networks as
the Hemispheric Alliance. On the other hands Klimaforum10 with
Ecocommunidad and like minded organization as key groups that have a long
term commitment to local ecological struggles also against the left wing
regional government that was funding the FSM tematico. These groups lack
international experience before going to Copenhagen, have coordinated the
ecological part of Mexican social forums earlier when it was not as much in
their mind coopted by the regional government. They also never recieved any
international funding. Apart from these two groups the third dominant actor
are environmental NGOs as Greenpeace and others often funded by Boell
foundation Who all ahve a key psotion in the Frent amplio meetings. These
groups stated clearly their undecisiveness, that they wanted to have the
situation open including cooperating with CAN and not only CJN.
The information I recieved about the differences between the two main
initiatives can be presented as:
Klimaforum European, Frente Amplio-RMALC, truly LatinAmerican/Mexican
It is true that Klimaforum have links with Klimaforum in Copenhagen. The
Klimaforum declaration process was dominated by third world people. It is
true that the Klimaforum declartion process and Klimaforum was not
dominated by left wing parties. But it was not especially European. On the
contrary were the strong European NGOs excluded from influence by the
political platform denouncing false solutions, technofixes and a main trust
in market based solutions. It was a rebellion against the European main
stream NGOs with the help of global democracy. Within Frente Amplio there
are many European funded NGOs and projects who seems to be very influential
and that RMALC wants to be part of their intiative. Another way to put the
differences could than be: Mexican grass roots against main stream
progressive NGOs and networks with strong financial base in Europe.
There is also other arguments claiming that Klimaforum10 is European as
e.g. the name and in general that it lacks roots in Mexico/Latin America.
This has been expressed in earlie messages from Cochabamba meeting and is
now repeated in a more general language is a longer email from Latin
American groups on Klimaforum10.
Klimaforum10 is not respecting the reality of the struggles, identity and
history in Americas which hás been developed in the struggle against Freet
trade agreemnts anda t Peoples summits, Frenta amplio does
Ecocommunidad and others behind Klimaforum have participated in the
struggle against the free trade agreemtns from the very start. They are
also in the ecologuical and climate justice struggle from the very start.
The claim that Klimaforum10 has any other political base than that which
has emerged among systmecritical soscial moveemnts that address both socila
and ecological issue have no arguments from the actual political oplatform
as it has been discused by Klimafrum10. It was presented at the FSM
meetings as:
Defend the rights of mother earth
Defend human rights
Defending the right of migrants
It was also made clear what the Grass root ecological movements might
differ from others they Said: they are for animal rights, and more to the
point they are against capitalsim but also oppose socialism when it is
Developmentatist (desarollistas) which is the case with many left wing
political parties in Latin America and according to their experience in the
Mexican capital regional. This is why they are all for the Cochabamba
declaration on the rights of Mother Earth with one exception, the notion of
socialism. They have been the only force in the climate justice discussions
here at FSM meetings on climate justice cooperation that stated their
strong belief in the Zapatista kind of struggle while being scetpical
towards left wing parties. They were also the only ones mentioning the
systemcritical Mesa 18 in Cochabamba were indigenous groups and ecological
groups met opposing mining and other development projects causing social
and environmental problems in Bolivia and ALBA countries. This Mesa 18 was
not allowed to be parto f the offcial Cochabamba meeting. That Klimaforum10
mentioned Mesa 18 was not seen positive by the other groups present
belonging to the Cochabamba main stream.
When it comes to the environmental issues the Klimaforum10 organizations
are open for discussion. They have a longer ciommitment to envrionmental
confrontational struggles that most other organizations in Mexico and
cetrainloy many of the NGOs at the core of Frente Amplio. These NGOs do not
want to to have a climat Justice Now platform but to also telate to CAN and
the Greenpeace style camágining on climate issues. Klimaforum10 with its
roots in Mexican ecoloigcal struggles fully support the CJN platform and
oppose this kind of CAN-Greenpeace kind of climate campaigning which they
regard as much a s resulto f transtional NGIO influence.
The claim that Klimaforum10 is not an expressing of a struggle rooted in
Mexican reailties have no political content nor is it correct when looking
at the history of the Grass roots groups that is behind the initiative.
Klimaforum is closed, Frente amplio is open
In the discussions Klimaforum10 is frequently accused of being closed while
Frent amplio is open. One of the main accusations is that Klimaforum10 has
degrowth in its political platform. This is false. The ecological
grassroots iare very open about how they got involved as ecocummnidad was
invited to Kliamofrum as they are promoting the Idea of degrowth. But they
also state clearly that the platform of klimaforum does not include
degrowth. When i confronted the RMALC reprsentative with Kliamforum10
rerpsentative with each other it turned out that the RMALC reprsentative
was not open for any discussion while Klimaofru10 was.
Klimaforum10 is right, frente amplio is left
Another way of presenting the two alternatuives is claiming the Grass roots
ecologistas as right and the frente amplio as the only progressive force.
It si true that the Klikaforum10 organizations are sceptica towards
clsoeness to left wing governemnts promtoing eoclogicall dangeroeus
projects and thinks that e-g- the FSM temático in Mexico city was to much
part of government propaganda and not independent. It is also true that
Klimaforum 10 have contacts with the foregn ministry to try to get
infrastructure resoruces in Cancun for Klimaforum10. It is also true that
the record of the garss root groups is independence to any government or
party. Frente amplio would probably in the end also apply for help from the
fedral government but have contacts also with the regional left wing
government and hope to Begin there. They condier the FSM in Mecio city with
its strong closeness to the left wing goervnment as a good model for
Cancun. They seem uninterested in Zapatistas and Mesa 18 in Cochabamab and
oprefer cooepration with Greenpeace and Boele foundation funded NGos rather
than ecological Grass roots organisations. Which initiative in the end is
system critical anjd not is with other words not possible to frame the way
it is rehorically done by infleuential organisations in Mexico Who use more
or less any argyumen they can find to avoid cooeprating with indedpendent
Grass root ecological movements.

Organizaciones de América Latina sobre Klimaforum10 - Latinamerican organizations on Klimaforum10

Myself, I have been an ecologist with near 25 years of work and I have participated in the antinuclear mouvement in the 80s, in the anti megaprojects and the anti automovile campaigns in the 90s, in the democratization of Mexico cy for 20 years; and founder of the degrowth mouvement in México. ECOMUNIDADES, founded in 2005, that continues the work of the Foro Regional Ecologista de la Cuenca de México, founded in 1991, that contiued the work of the Valle de México Comission of the Pacto de Grupos Ecologistas, founded in 1985. ECOMUNIDADES, as Foro Ecologista,have never received any funding from any organization and have worked without any infraestrcture but our homes and with very low cost equipment and with very minor donations form citizens. We're degrowth people.
I think there is many people in México, in Latinoamerica and in the world who wants a Klimaforum to be held in Can Cun during the COP-16. Specially, grass roots mouvements and autonomic groups. We will continue to promote the Klimaforum 10, Mexico Can Cun, because we're a very legitimate voice in matters of climate change. We invite this organizations and all grass roots mouvements in Latinoamerica and in the world, to ask for good information regarding the Klimaforum09 and the Klimaforum10 promotion and investigate the real background of the groups involved in the Promotion Mexican Comittee of the Klimaforum10 Mexico Can Cun. Miguel Valencia comenta sobre el accidente petrolero en el Golfo de México
Claro se pasan de lanza siempre.
Nada mas hay que ver como acabó lo del juicio por el Exxon Valdez que acabó pagando una bicoca.
Sobretodo de costo ecologico!
por lo que ahora se explota petróleo en gran escala a cierta profundidad, como este caso, a unos 1,500 metros bajo el nivel del mar. Esta tendencia confirma que estamos en el Pico del Petróleo y que seguirá en persistente aumento el precio del petroleo, destruyendo cualquier mejoría de la economía mundial. Una buena noticia: decrecimiento.
Y si esa es una buena noticia.
Somos soberbios creemos que podemos explotar petroleo en espacio sideral.
Si habrá clamor e indignación.

Boletin 153 WRM ::: WWF se suma a la FAO en promoción de “bosques plantados”
Las famosas Plantaciones Forestales Comerciales pinochetistas de eucalipto que introdujo en Mexico Ernesto Zedillo, con el apoyo de la enemiga de la naturaleza: Julia Carabias, quien promovió la reforma correspondiente de la Ley Forestal en 1997, para hacerlas funcionar en México, con grandes subsidios fiscales. La WWF, una de las ONGS ambientalistas más ricas del mundo, la gran defensora de las transnacionales y una de las mas repudiadas ONGs en el Klimaforum de Copenhague.

- Dime con quien andas y te diré quien eres: WWF se suma a la FAO
en promoción de "bosques plantados"
Según la FAO, detener la deforestación no es un asunto político,
ni social, ni ambiental: es sólo una cuestión de definiciones.
Como prueba de lo antedicho, la FAO acaba de publicar un informe (1)
que demuestra que nosotros y muchos otros estábamos completamente
equivocados: ¡la deforestación en Asia no sólo no está sucediendo
sino que los bosques en realidad se expandieron durante la última
década! El informe dice: "Asia, que tenía una pérdida neta [de
área boscosa] en la década de 1990, presentó una ganancia neta de
bosques en el período 2000-2010". ¡Aleluya!
¿Cómo sucedió este milagro? Bueno, en primer lugar no es un
milagro (es un fraude), y en segundo lugar no sucedió (es una
mentira). Como agrega el informe de la FAO, la "ganancia neta de
bosques" se debió "principalmente a la forestación en gran
escala notificada por China". Esto significa que dichas plantaciones
"notificadas por China" – y definidas como "bosques" por la
FAO – pueden contrarrestar "las altas tasas de pérdida neta de
bosques en varios países del sur y sureste asiático".
Como se dijo al principio, es sólo una cuestión de definiciones.
Según los "expertos" de la FAO, cualquier zona cubierta de
árboles es un "bosque". Esto significa que si los bosques son
destruidos – como lo han sido ciertamente – en Indonesia, Malasia,
Laos, Camboya, India, etc., la superficie de bosque no habrá cambiado
en Asia si se planta un área similar con monocultivos de árboles en
otro país asiático: en este caso, China.
Pero el problema no se limita a Asia. La FAO sostiene que "La
plantación de árboles a gran escala está reduciendo notablemente la
pérdida neta del área del bosque a nivel mundial." "La
variación neta en el área de bosque para el período de 2000-2010 se
estima en -5,2 millones de hectáreas por año (una superficie de
aproximadamente la dimensión de Costa Rica), inferior al nivel de
-8,3 millones de hectáreas por año en el período 1990-2000."
Bajo este enfoque fraudulento, todos los bosques del mundo podrían
ser destruidos y sustituidos por monocultivos de árboles (eucaliptos,
pinos, acacias, palma aceitera, caucho) y el "área neta de
bosque" no habría cambiado. Como resultado de ello, ¡la FAO podrá
finalmente anunciar la buena nueva de que la deforestación ha sido
detenida!
Dado el número creciente de personas y organizaciones que
cuestionan la definición poco científica de "bosque" de la FAO,
y la oposición cada día mayor a los monocultivos de árboles a gran
escala, otra organización entró en escena para dar apoyo tanto a la
FAO como a las empresas de plantación: el Fondo Mundial para la
Naturaleza (WWF).
Este movimiento no sorprende a nadie, dado el papel desempeñado por
el WWF en procesos favorables para las empresas como la Mesa Redonda
de Aceite de Palma Sostenible, la Mesa Redonda de Soja Responsable, la
Acuicultura Sostenible y en la certificación de plantaciones de
árboles por el Consejo de Manejo Forestal (FSC).
Si bien es difícil ver de qué forma la fauna y flora silvestres
que, supuestamente, el WWF está protegiendo – representadas por el
carismático oso panda que dicha organización utiliza como logo –
podrían beneficiarse con los monocultivos de árboles, el hecho es
que el WWF está dirigiendo y coordinando un proceso llamado
"Proyecto de Plantaciones de Nueva Generación" (2, 3). Los
participantes son empresas de plantación muy conocidas, como Forestal
Oriental (subsidiaria en Uruguay de la finlandesa UPM/Kymmene), Mondi
(Sudáfrica), Portucel (Portugal), Smurfit Kappa Cartón de Colombia
(empresa irlando-neerlandesa que opera en Colombia), Stora-Enso
(sueco-finlandesa), UPM Kymmene (Finlandia), así como el Departamento
Forestal de Sabah (Malasia), la Administración de Bosques del Estado
de China y la Comisión Forestal del Reino Unido.
Lo que el WWF está haciendo en realidad es promover la expansión
de los monocultivos de árboles y ayudar a limpiar la larga – y bien
documentada – historia de actividades destructivas, pasadas y
presentes, de las empresas y organizaciones involucradas en este
proyecto. Al mismo tiempo, está ayudando a la acosada FAO, al seguir
definiendo las plantaciones de árboles como "bosques plantados",
debilitando de esta manera la creciente exigencia de la sociedad civil
de que se cambie una definición que tanto ha servido a las empresas
de plantación para ocultar la verdadera naturaleza negativa de dichos
monocultivos.
Dice la leyenda que el matemático, físico y filósofo italiano
Galileo Galilei murmuró la frase "Eppur si muove", que significa
"Y sin embargo, se mueve", luego de ser obligado a retractarse
ante la Inquisición, en 1633, de su creencia de que la Tierra se
mueve alrededor del sol. De manera similar, esperamos que se pueda
oír a algunos funcionarios serios de la FAO y activistas honestos del
WWF murmurando: "Y sin embargo, las plantaciones no son bosques".

Indigenous Peoples’ Declaration from the World Peoples’ Conference on Climate Change and the Rights Of Mother Earth

RIGHTS OF MOTHER EARTH
INDIGENOUS PEOPLES' DECLARATION

Mother Earth can live without us, but we can't live without her.
We, the Indigenous Peoples, nations and organizations from all over the world, gathered at the World Peoples' Conference on Climate Change and the Rights of Mother Earth, from April 19th to 22nd, 2010 in Tiquipaya, Cochabamba, Bolivia, after extensive discussions, express the following:
We Indigenous Peoples are sons and daughters of Mother Earth, or "Pachamama" in Quechua. Mother Earth is a living being in the universe that concentrates energy and life, while giving shelter and life to all without asking anything in return, she is the past, present and future; this is our relationship with Mother Earth. We have lived in coexistence with her for thousands of years, with our wisdom and cosmic spirituality linked to nature. However, the economic models promoted and forced by industrialized countries that promote exploitation and wealth accumulation have radically transformed our relationship with Mother Earth. We must assert that climate change is one of the consequences of this irrational logic of life that we must change.
The aggression towards Mother Earth and the repeated assaults and violations against our soils, air, forests, rivers, lakes, biodiversity, and the cosmos are assaults against us. Before, we used to ask for permission for everything. Now, coming from developed countries, it is presumed that Mother Earth must ask us for permission. Our territories are not respected, particularly those of peoples in voluntary isolation or initial contact, and we suffer the most terrible aggression since colonization only to facilitate the entry of markets and extractive industries.
We recognize that Indigenous Peoples and the rest of the world live in a general age of crises: environmental, energy, food, financial, ethical, among others, as a consequence of policies and attitudes from racist and exclusionary states.
We want to convey that at the Copenhagen Climate Conference, the peoples of the world demanded fair treatment, but were repressed. Meanwhile the states responsible for the climate crisis were able to weaken even more any possible outcome of negotiations and evade signing onto any binding agreement. They limited themselves to simply supporting the Copenhagen Accord, an accord that proposes unacceptable and insufficient goals as far as climate change action and financing to the most affected countries and peoples.
We affirm that international negotiation spaces have systematically excluded the participation of Indigenous Peoples. As a result, we as Indigenous Peoples are making ourselves visible in these spaces, because as Mother Earth has been hurt and plundered, with negative activities taking place on our lands, territories and natural resources, we have also been hurt. This is why as Indigenous Peoples we will not keep silent, but instead we propose to mobilize all our peoples to arrive at COP16 in Mexico and other spaces well prepared and united to defend our proposals, particularly the "living well" and plurinational state proposals. We, Indigenous Peoples, do not want to live "better", but instead we believe that everyone must live well. This is a proposal to achieve balance and start to construct a new society.
The search for common objectives, as history shows us, will only be completed with the union of Indigenous Peoples of the World. The ancestral and indigenous roots shared by the whole world must be one of the bonds that unite us to achieve one unique objective.
Therefore we propose, require and demand:
1. The recovery, revalidation and strengthening of our civilizations, identities, cultures and cosmovisions based on ancient and ancestral Indigenous knowledge and wisdom for the construction of alternative ways of life to the current "development model", as a way to confront climate change.
2. To rescue and strengthen the Indigenous proposal of "living well", while also recognizing Mother Earth as a living being with whom we have an indivisible and interdependent relationship, based on principles and mechanisms that assure the respect, harmony, and balance between people and nature, and supporting a society based on social and environmental justice, which sees life as its purpose. All this must be done to confront the plundering capitalist model and guarantee the protection of life as a whole, through the search for inclusive global agreements.
3. We demand States to recognize, respect and guarantee the application of international standards of human rights and Indigenous Peoples' rights (i.e., The UN Declaration on the Rights of Indigenous Peoples, ILO Convention 169) in the framework of negotiations, policies, and measures to confront climate change.
4. We demand States to legally recognize the pre-existence of our right to the lands, territories, and natural resources that we have traditionally held as Indigenous Peoples and Nations, as well as restitution and restoration of natural goods, water, forests and jungles, lakes, oceans, sacred places, lands, and territories that have been dispossessed and seized. This is needed to strengthen and make possible our traditional way of living while contributing effectively to climate change solutions. Inasmuch, we call for the consolidation of indigenous territories in exercise of our self-determination and autonomy, in conformity with systems of rules and regulations. At the same time we demand that states respect the territorial rights of Indigenous Peoples in voluntary isolation or in initial contact, as an effective way to preserve their integrity and combat the adverse effects of climate change towards those peoples.
5. We call on States not to promote commercial monoculture practices, nor to introduce or promote genetically modified and exotic crops, because according to our people's wisdom, these species aggravate the degradation of jungles, forests and soils, contributing to the increase in global warming. Likewise, megaprojects under the search for alternative energy sources that affect Indigenous Peoples' lands, territories, and natural habitats should not be implemented, including nuclear, bioengineering, hydroelectric, wind-power and others.
6. We demand changes to forestry and environmental laws, as well as the application of pertinent international instruments to effectively protect forests and jungles, as well as their biological and cultural diversity, guaranteeing Indigenous Peoples' rights, including their participation and their Free, Prior, and Informed Consent.
7. We propose that, in the framework of climate change mitigation and adaptation measures, states establish a policy that Protected Natural Areas must be managed, administered and controlled directly by Indigenous Peoples, taking into account the demonstrated traditional experience and knowledge towards the sustainable management of the biodiversity in our forests and jungles.
8. We demand a review, or if the case warrants, a moratorium, to every polluting activity that affects Mother Earth, and the withdrawal of multinational corporations and megaprojects from Indigenous territories.
9. We urge that states recognize water as a fundamental human right, avoiding its privatization and commodification.
10. We demand the application of consultations, participation, and the Free, Prior and Informed Consent of Indigenous Peoples and affected populations in the design and implementation of climate change adaptation and mitigation measures and any other intervening actions on Indigenous territories.
11. States must promote mechanisms to guarantee that funding for climate change action arrives directly and effectively to Indigenous Peoples, as part of the compensation for the historical and ecological debt owed. This funding must support and strengthen our own visions and cosmovisions towards "living well".
12. We call for the recovery, revalidation and strengthening of Indigenous Peoples' technologies and knowledge, and for their incorporation into the research, design and implementation of climate change policies. This should compliment Western knowledge and technology, ensuring that technology transfer processes do not weaken indigenous knowledge and technologies.
13. We propose the recovery, development and diffusion of indigenous knowledge and technology through the implementation of educational policies and programs, including the modification and incorporation of such knowledge and ancestral wisdom in curricula and teaching methods.
14. We urge States and international bodies that are making decisions about climate change, especially the UNFCCC, to establish formal structures and mechanisms that include the full and effective participation of Indigenous Peoples. They must also include local communities and vulnerable groups, including women, without discrimination, as a key element to obtain a fair and equitable result from climate change negotiations.
15. We join in the demand to create a Climate Justice Tribunal that would be able to pass judgement and establish penalties for non-compliance of agreements, and other environmental crimes by developed countries, which are primarily responsible for climate change. This institution must consider the full and effective participation of Indigenous Peoples, and their principles of justice.
16. We propose the organization and coordination of Indigenous Peoples worldwide, through our local, national, regional, and international governments, organizations, and other mechanisms of legitimate representation, in order to participate in all climate change related processes. With that in mind, we call for an organizational space to be created that will contribute to the global search for effective solutions to climate change, with the special participation of Elders.
17. We propose to fight in all spaces available to defend life and Mother Earth, particularly in COP16, and so we propose a 2nd Peoples' Conference to strengthen the process of reflection and action.
18. The ratification of the global campaign to organize the World March in defence of Mother Earth and her peoples, against the commodification of life, pollution, and the criminalization of Indigenous and social movements.

SEGUNDO DIA DE LA CUMBRE
Nos perdimos la inauguración de Evo Morales, por la semifracasada reunion preparatoria de los mexicanos en nuestro hotel, varios no encontraron nuestro hotel y otros no pudieron venir, sin embargo, se tomo la resolución de encontrarnos en el hotel de los funcionarios mexicanos.Me reuní con el grupo latinoamericano justo cuando estaban a punto de terminar la reunion, sentados en el piso de un vestibulo, donde los encontre y les informe del Klimaforum; Ruben y yo acordamos convocar una reunion el jueves, para tratar lo del Klimaforum, en una carpa donde tienen espacio, nos reciben, pero esta un poco escondida. Los grupos profesionales de las cumbres organizaron una gran cantidad de reuniones "autoconvocadas"; nosotros debimos haber organizado algo asi, pero, no tenemos todavia preparacion para ello. Aparece en la cumbre Arnold Ricalde con su madre y amigos;tratamos de ver a Vanadana Shiva, pero, resulta que no se presentó, pues aun no llega, en cambio, en el Coliseo Univalle, un auditorio para unas 4000 personas, lleno a reventar, escuchamos a Alvaro Garcia Linera, vicepresidente de Bolivia y gran estratega de Evo Morales en lo que concierne a los asuntos ambientales y otros; se le considera un gran intelectual y hay que reconocer que hizo un discurso que podría envidiar el mejor ambientalista; conoce muy bien todos los aspectos del cambio climatico y de la crisis ecologica; una sorpresa; muy superior a cualquier politico mundial en asuntos ambientales. Enrique Leff fue invitado a este mismo panel mayor, pero, no lo escuche. Esta universidad privada Univalle, que dice tener respuestas cientificas para los negocios, tiene una "Facultad para las Ciencias Empresariales y Sociales" y una "sala de lectura interior" y "20 años de excelencia academica", es una total contradicción con esta cumbre que lucha contra la privatización y por el socialismo. Frecuentemente se menciona al socialismo como la gran solución; hay talleres de Ecosocialismo, pero, tambien hay talleres de Geoingenieria y de REDD; aqui cabe todo. Frei Betto hace una muy amena presentación en este coliseo y se lanza contra al PIB- creo que ya esta en la corriente de descrecimiento- del que dice que oculta la lucha de clases, pero le parece mejor el Indice de Desarrollo Humano. Isabel Donato denuncia a los cientificos por su sometimiento al gran capital y lanza tambien una critica a las universidades. Al salir del coliseo nos sorprende un maravilloso desfile de grupos muscicales y de danza andinos; un encanto de musica de pueblos milenarios.Me encuentro a la salida primero a Howard quien me dice que la mejor mesa de la cumbre es la Mesa 18, la mesa que trabaja fuera de la cumbre, por tratar temas prohibidos por el gobierno boliviano; me dice que escuchó a Moira Millan en esta mesa y que le parece la mejor presentadora de problemas ( she connects all the dots, segun su expresión) y una activista formidable. En esa mesa se presentan los problemas de los afectados por los megaproyectos del gobierno boliviano que tienen todos los defectos legales, ambientales y sociales que rechazamos en México: carreteras que destruyen bosques y que sirven a transnacionales, rellenos sanitarios, operaciones mineras, o sea que el gobierno bolviano en lo interno se porta igual de desarrollista que Ebrard o Calderón. Moira dice con nosotros que no hay diferencia entre gobiernos de derecha y de izquierda en lo que concierne a destrucción del medio ambiente y falta de democracia. Sin embargo, Howard me dice que llegaron un par de senadores bolivianos de derecha a la reunion de la Mesa 18, para tratar de unir fuerzascon los asistentes contra Evo Morales. El incidente estuvo a punto de crear un problema pues esta mesa fuera de la cumbre esta rodeada de policias que esperan un pretexto para cerrar este local y cancelar el funcionamiento de esta mesa. Sin embargo, Moira y los asistentes comedidamente los despidieron y rechazaron sus propuestas. Tambien, encuentro a Leo Gabriel, del consejo internacional del Foro Social Mundial; platico con el sobre nuestra posición frente al foro tematico de México en mayo; le informo que nos alejamos del FSM- Mexico, por su falta de cultura democratica y su cercania con el gobierno del DF.; nos pide que sigamos con el tema de la descolonizacion que le parece fundamental. El grupo 16 sigue sin poder llegar a conclusiones por la gran diversidad de opiniones. Hacemos contacto con una serie de organizaciones de EUA que estan en nuestro hotel; uno de ellos que nos dice organizó en boycott contra el comentarista de la CNN que fue eliminado, quiere ayudarnos. Este miercoles esperamos oir a Naomi Klein y a Maude Barlow, que ha tenido una muy buena presentacion sobre agua y cambio climatico; nos promete apoyarnos.

PRIMER DIA DE LA CUMBRE EN COCHABAMBA
Con un gran congestionamiento en las estrechas calles del pueblo de Tiquipaya, inician los trabajos de la cumbre mundial de los pueblos en las instalaciones de la universidad privada UNIVALLE junto a este pueblo. Vamos de nuestro hotel a la cumbre en un antiguo y pequeño camion de transporte urbano decorado con muchos adornos populares; todo mundo le toma una foto. Nos dicen los de Via Campesina que se han quedado varados en Europa alrrededor de 1200 personas de su organización; se calcula que unas 2500 personas de Europa no pudieron llegar a la cumbre por el volcan de Islandia. El ingreso a la universidad, controlado por el ejercito, se hace lento por los controles. Grandes contingentes de indigenas de Bolivia, y Peru ingresan a la cumbre: son la mayoría en la cumbre. Me integro al grupo de trabajo No 16. Estrategias Políticas que inicia sus labores con casi dos horas de retraso. Dicen que tienen registrados por internet a mas de mil participantes, pero sólo se registran al principio unos 300. Con gran dificultad se elige a un par de presidentes de la mesa, pero, la mesa se vuelve un tribuna libre; muchos olvidan el tema del grupo de trabajo y hablan de los temas de otros grupos de trabajo lo que hace muy dificil concretar una propuesta. Muchos activistas van de grupo en grupo, se registran para hablar y dicen lo mismo en todos lados. Algunos tratamos de hacer mocion de orden, pero es imposible ordenar el debate. Hago una primera propuesta: crear un grupo internacional facilitador o articulador de una red autónoma internacional frente al cambio climático; una red con base autónoma, no gubernamental, no transnacional. Informo del Klimaforum10. Me gano el apoyo de varias personas en la audiencia, incluyendo al representante brasileño del Foro Social Mundial y de otros, Sin embargo, mi propuesta causa escozor entre los militares bolivianos que asisten a este grupo. Me reconoce una investigadora universitaria de Argentina que estuvo en mi presentación en Copenhague y me ofrece ayudar a la organización del Kliamforum10. No obstante algunos representantes indigenas, activistas sociales se niegan a tomar en cuenta la distancia con los gobiernos; un venezolano de plano se incomoda con mi propuesta y hace la apologia de Evo Morales, Hugo Chavez y Correa, y condena mi propuesta. Por la tarde el salon se llenó a reventar, llegó gente de todas partes y poco se discutió de la organización internacional que de todas maneras permanece como la gran propuesta. Algunos quieren promover un referendum mundial sobre cambio climático, los del Climate Justice Now quieren promover un dia de acción climática el 12 de octubre. Se presentó en el grupo el conocido activista alemán del grupo Rosa Luxemburgo, Tatzio Muller que fue arrestado antes de la marcha final de Copenhague, al salir de las instaciones gubernamentales, para promover acciones directas y movilizaciones. Los sindicalistas ingleses propusieron impulsar GREEN JOBS Y TRADE UNIONS,; los del Foro Social Mundial, pidieron trasladar el debate e los foros del FSM del proximo año en Africa. Howard Herman de Chicago, quien nos ha solicitado una cita en México, hace campaña muy efectiva contra el militarismo y las guerras de EUA en Asia y otras partes del mundo. En general, los participantes de paises ricos proponen impulsar una gran movimiento frente al cambio climatico y una estrecha unión entre los afectados del Norte y del Sur. Los Latinoamericanos proponen acciones locales y pocos hablan de una coordinación global. Me encuentro brevemente a Alberto Gomez de Via Campesina quien hace una presentación de Via Campesina en México. Todos hablan de la crisis economica y ambiental, en particular la crisis de crisis que acelera todos los procesos y hace muy inestable la situacion del mundo. Los de EUA insisten mucho en la gravedad de la situación economica en EUA y los crecientes movimientos sociales por allá. Un boliviano - estadounidense lanza una interesante crítica: ¿quienes somos nosotros para concederle derechos a la Madre Tierra?. El techo de asbesto del salon hace muy pesado el calor dentro. En las instalaciones de la universidad se desparrama una exposición-romería- tinaguis, con toda clase de presentaciones y venta de productos. Estimo los asistentes en mas de 15,000. Se convoca intempestivamente la reunión del grupo mexicano en nuestro hotel para el martes por la mañana. Jan Lundbergh, de Culture Change, llegará mañana y tiene programado un acto especial sobre bicicletas. Mañana probablemente los participantes mexicanos nos reuniremos con funcionarios mexicanos. Climate Justice prepara un taller, tambien el grupo Latinoamericano. Conseguimos datos para acercar a nuestro grupo al grupo 350. En EUA tendra lugar el Foro Social de ese pais en junio, por lo que tenemos que estudiar nuestro proyecto de hacer una reunion internacional del Klimaforum10 en junio.

COMO HACER IMPOSIBLE OTRO MUNDO :::: FSM-MEXICO
Lo que está detrás del Foro Social Temático en México
El 19 de septiembre de 2009, presentamos formalmente ante el Primer Encuentro Nacional del Foro Social Mundial-Capitulo México, la propuesta de establecer como tema principal y título del Foro Social Temático de mayo de 2010, el siguiente:
DESCOLONIZAR EL IMAGINARIO SOCIAL DE LOS PUEBLOS Y LAS NACIONES, PARA HACER FRENTE A LA CRISIS
Propusimos este tema con el claro propósito de abrir un debate en torno a un tema de la mayor importancia en la solución de la crisis cultural que padecemos y, además, de ligar este debate a la celebración del Bicentenario. Rápidamente ganó simpatías esta propuesta entre los asistentes al Encuentro, en cambio, ninguna de las demás propuestas llamaron la atención de los asistentes, lo que al parecer inquietó mucho al grupo que controla el FSM-México, por lo que manipuló la relatoría del encuentro, de manera que no apareciera mención alguna de esta emergente simpatía por este titulo y este tema. En el debate se aceptó esta nueva versión.
DESDE LA DESCOLONIZACIÓN DEL IMAGINARIO SOCIAL, UNA NUEVA ECONOMÍA, UNA NUEVA CULTURA, UNA NUEVA ECOLOGÍA Y UNA NUEVA POLÍTICA ES POSIBLE
Se acordó afinar esta frase y determinar en qué orden se pondrían economía, cultura, ecología y política; se acordó generar una comisión de redacción. Fueron testigos de estos acuerdos, además de Mauricio Villegas de ECOMUNIDADES, los compañeros del grupo universitario UNAM del Descrecimiento, Dulce Karina Fierros y Gabriel Eduardo Gallegos.
En la reunión del grupo de Articulación o Coordinación Nacional, celebrada en noviembre de 2009, protestamos por la manipulación de los consensos establecidos en la minuta del Encuentro; algunas personas alejadas de nuestros grupos nos dieron la razón, como Fermín García del FENCER o Carlota Botey, sin embargo, el grupo dominante cerró filas y negó que hubiera cualquier principio de consenso a favor de nuestra propuesta y nos acusó de querer imponer este tema por la fuerza (¿). Reiteramos por carta que no nos interesaba ya promover nuestra propuesta, sino denunciar la falta de respeto a los acuerdos obtenidos en el Primer Encuentro Nacional y la manipulada redacción de las minutas de los encuentros del FSM-México.
El 20 de febrero de 2010, se celebró un deplorable "Segundo Encuentro del Foro Social Mundial- Capitulo México", para tratar de legitimar la turbia organización del Foro Social Mundial Temático que tendrá lugar en México, en los primeros días de mayo; para imponer decisiones tomadas por el grupo que manipula las actividades del FSM-México: Héctor de la Cueva (CILAS), Marco Velázquez (RMALC), Luis López Llera (Economía Solidaria), Rocío Lombera (COPEVI), entre otros, y anular los consensos adoptados en el Primer Encuentro Nacional de septiembre de 2009. El FSM supuestamente funciona por consenso, pero, la cultura de este grupo prefiere el mayoriteo y la imposición de sus criterios; por eso está en crisis el FSM-México a nuestro parecer. En este Segundo Encuentro Nacional, el grupo que manipula al FSM-México, impuso a una moderadora gritona que tenía instrucciones de evitar cualquier debate relacionado con la organización general de este foro. En particular, tenía instrucciones de evitar cualquier intervención crítica de nuestro grupo ECOMUNIDADES, o descrecimiento o grupos afines a nosotros. Se bloqueó la discusión libre, democrática, en este manipulado Encuentro. Una vergüenza para la sociedad civil mexicana.
En el fondo de este conflicto está nuestra crítica a la gran dependencia del FSM – México, de las líneas partidistas de izquierda cercanas al Gobierno del DF y al PRD, y su reciente acercamiento a Martha Delgado, Secretaria del Medio Ambiente del DF, operado por los compañeros Luis López Llera, Ignacio Peón, Luis Bustamante, por medio de su Pacto de la Quinta Colorada. Está la agresión permanente del Gobierno del DF contra los integrantes de La Otra Campaña. La cooptación del FSM-México, por parte de fuerzas gubernamentales que se dicen de izquierda, sólo puede contribuir a HACER IMPOSIBLE OTRO MUNDO en los años venideros. Por estas razones, ECOMUNIDADES, Red Ecologista de la Cuenca de México, no participará en preparativos y otras actividades del Foro Social Mundial Temático de mayo de 2010 y se deslinda de las actividades de los manipuladores del FSM-México , mientras existan estas condiciones.

Contra la infraestructura pro automóvil
LUCHA VECINAL EN VALENCIA, EN DEFENSA DEL CABANYAL

Ahí está la foto: un cordón policial protege a palos una excavadora que tira una casa. A eso hemos llegado después de que la alcaldesa valenciana, con ayuda del delegado del Gobierno, haya aplicado la vieja receta para doblegar resistencias vecinales: ante un problema, primero legisla, segundo judicialízalo, y tercero conviértelo en un asunto policial.
Lo hemos visto ya en otras ciudades, pues está en el manual básico de cualquier gobernante sin escrúpulos: si los vecinos se oponen a una medida, envuélvelos en esa triple telaraña legislativa-judicial-policial.
Primero, usa tus competencias para modificar leyes y aprobar otras nuevas hasta que aquello que pretendes sea perfectamente legal. En segundo lugar, si los resistentes no se conforman y recurren a los tribunales, estás de suerte, no saben dónde se meten esos infelices: construye un galimatías judicial, mediante denuncias, recursos y peritajes ante diferentes tribunales, hasta poder decir que la justicia está de tu parte, aunque los otros digan lo mismo.
Una vez hayas proclamado que tu actuación es legal y que los tribunales te dan la razón, si pese a todo continúa la resistencia vecinal, conviértelo en un problema de orden público: criminaliza la disidencia (que por supuesto siempre está formada por gentuza radical y violenta que nada tiene que ver con el barrio), rompe unos cuantos cráneos, y verás cómo muchos abandonan la protesta.
Ah, y lo más importante, el ingrediente fundamental para que el guiso cuaje bien: aplica la política de hechos consumados. Sigue adelante con tus planes, no te pares. Si dentro de diez años la justicia acaba dando la razón a los vecinos, para entonces ya no quedará una casa en pie y no habrá quien toque una baldosa de la nueva avenida. Como mucho, tendrás que indemnizar a unos cuantos, o ni eso. Por eso suena a sarcasmo oír a la ministra de Cultura pedir a los vecinos "confianza y tranquilidad" porque la justicia les acabará dando la razón. Pues que esperen sentados, sí. Pero sentados ante la excavadora.

A Promoting Comitée of the Klimaforum10, México Can Cun has been created by a group of mexican activists with the support of the Danish Board and Advisory Board of Klimaforum09. Some working groups, tematic and territorial have been created by this comitte to promote the participation of the mexican grass roots movements.
In order to inform and invite attendants in the PEOPLES WORLD CONFERENCE ON CLIMATE CHANGE AND MOTHER EARTH´S RIGHTS, to the Klimaforum10, México Can Cun, Miguel Valencia and Ruben Treviño will be attending this conference.
