MEXICO: Civil Society Divided Ahead of Climate Summit [climate justice now!]
MEXICO CITY, Jun 4 (IPS) - With less than six months before Mexico hosts the next global climate change summit, Mexican environmental organisations hosting the parallel civil society forum are divided on how to carry it out -- which some fear could ultimately weaken their role at the negotiating table.
At the COP 15 summit held in Copenhagen last December, the NGOs organised the Kilmaforum09, and some of the Mexican environmental groups want to repeat that formula, while many others want an approach that better reflects the Mexican and Latin American reality.
The disagreements "arise primarily because of power imbalances," Miguel Valencia, one of the 10 members of the Klimaforum 2010 Mexican organising committee, told IPS.
"The big international NGOs, like Greenpeace and Oxfam, are well connected and tolerate too many things from the governments. They accept programmes and issues in the summit negotiations which are unacceptable to the social movements," he said.
Following the failure of the official Copenhagen summit, a group of 30 Danish NGOs passed the Klimaforum baton to representatives of Mexican NGOs. Last December, the parallel forum, also known as the Peoples' Climate Summit, involved some 50,000 activists in more than 300 events.
The organising committee was established in February and meetings immediately began with Mexican NGOs to work together to create a civil society space for the Cancún summit.
The first major open meeting took place during the Peoples' Conference on Climate Change and the Rights of Mother Earth, held in the Bolivian city of Cochabamba, Apr. 20-22.
At that event, a group of Latin American NGOs issued a statement saying, "While we respect and value the experience of the Klimaforum, it responds to the European, and more specifically, Danish, context."
"An attempt to transfer or import it to our region would not respect the reality of our struggles, the identity or history of the mobilisations in our hemisphere," argued the NGOs opposed to imitating the Copenhagen civil society forum.
The split among the Mexican NGOs came at a May 12 meeting in Mexico City, when it became impossible to overcome the differences on how to best represent the interests of the people at the Cancún summit.
On one side are the Klimaforum10 organising committee and about 50 Mexican NGOs, and on the other are the Mexican affiliates of big international groups -- including Friends of the Earth, Greenpeace and Oxfam -- and the usual leaders of local environmentalism, such as the Mexican Centre for Environmental Law.
Gustavo Ampugnani, Greenpeace's Latin American policy coordinator, played down the discord.
"They are two spaces that coexist. Perhaps some are more interested in influencing the official negotiations, while others have lost faith in that process," Ampugnani told IPS, referring to organising committee member Valencia's harsh criticism of the role played by the major international environmental groups in the UN-sponsored talks.
The dispute generated concern among some of the European NGOs planning to participate in Cancún. They are hoping the situation can be resolved, and avoid the creation of two opposing forums claiming to represent global civil society -- as was predicted at the divisive May planning meeting.
Members of the Danish organising committee of Klimaforum09 issued an open letter in regards to the space for civil society at the Cancún summit.
"It is our hope that we may learn from Klimaforum09's experiences, mistakes and successes, in a way that contributes to the further strengthening of the grassroots and civil society movements throughout the world, and the further development of the movement of movements, which is so vital if we really want to change the system and save the climate," wrote Mathilde Kaalund- Jørgensen and John Holten-Andersen.
COP 15 ended in failure when the more than 120 participating governments produced only a non-binding agreement. It is hoped that the Cancún summit will reach an accord that provides continuity to the Kyoto Protocol, which entered into force in 2005 and will expire in 2012.
The Kyoto Protocol requires the 37 industrialised countries that ratified the agreement to reduce emissions of greenhouse-effect gases (responsible for global climate change) by at least 5.2 percent, based on 1990 emissions levels.
"The worst that could happen is that the position of civil society in relation to the negotiations comes out weakened and the effort is diluted," a source close to the Mexican NGOs dialogue for COP 16 told IPS.
European funds intended for Klimaforum10 have been frozen, according to the organising committee, which has opted to move forward, regardless of what the other Mexican NGOs decide.
Klimaforum09 cost more than 125 million dollars, provided mostly by the Danish government.
Klimaforum10 organisers asked the Mexican government and the Cancún municipal government to provide the facilities for the events programmed for their civil society meet.
In Valencia's opinion, the fragmentation "weakens the position of civil society" in the larger context of the Cancún summit, where "we'll end up with four or 10 different peoples' summits."
But Greenpeace's Ampugnani countered that "Mexican civil society is diverse, and that should be celebrated. What has occurred is not going to affect civil society's position in relation to the formal negotiations."
The letter from the Danish committee states: "We urge all concerned and radical voices to come together to create a diverse and determined forum for the social, political and ecological movements." (END/2010)

Discussions in Mexico towards Cancun
Five Mexican movement initiatives towards the Climate summit in Cancun were
presented at two meetings during Foro Social Mundial tematico 2-4th of May
in Mexico City and at an ad hoc meting during WSF international meeting.
Partly the initiatives were linked to each other. Political content and what
organizations actually backs which initiatives was somewhat unclear. Partly
because some were not present at the first meeting as Klimaforum10 and Via
Campesina, partly because what to do and what demands to put forward is
still to be discussed. The five initiatives were:
1. The meetings without a name, afterwards others have labeled these
meetings Frente amplio, broad front, a classical Latin American left wing
concept. 6 such meetings has taken place. Participants are networks
cooperating internationally with Latin American movements on anti neoliberal and other issues, NGOs as Greenpeace and other rather main stream environmental
organizations as well as ecological grass roots groups.
2. Climate justice campaign towards Cancun, a Latin American campaign also
still without a name supported by Mexican organizations as RMALC, the network
against free trade that grow out of the struggle against NAFTA. This group
participates in the broad meetings and describes its purpose as participating in the open meetings to come to an agreement with the bigger environmental NGOs, often having international funding, on a common platform towards Cancun. (these environmental NGOs are sometimes mentioned as important as they are
organizing the climate campaign "Pintale la Raya al Cambio Climatico" -
http://pintalelaraya.org. It should also be noted that in general main
stream environmental organizations and Climate Action Network (CAN) groups in
Latin America are more radical than in the US or Europe but of course still far
from the position of ecological grass roots groups and a clear Climate Justice
Now standpoint, see Pintale la Raya al Cambio Climatico campaign as an example.
3. Organicaciones de base ; almost grass roots organization, and partly or
all Mexican Via Campesina. This was presented as a strand that was not
completly integrated in the other initiatives.
4. Klimaforum 10 - an initiative by ecological grass roots organizations
with social justice concerns on a radical platform similar to the Cochabamba and
Klimaforum09 declarations excluding the Climate Action Network and
tcktcktck campaigning promoted by Greenpeace and others. Some of the ecological
groups behind the Klimaforum10 initiative have more radical demands on emmissions, growth and social change than the environmental NGOs or even Climate
Justice Now but want to have a broad platform for the Klimaforum10 based on the rights of Mother earth, Human rights and migrant rights and the system change not climate change decalaration from Copenhagen.
In general Klimaforum10 people were more open about the content, both their
own and what they wanted for a common platform. They stated also where the
grass root ecological movements might differ from others. They said: they are for animal rights, and more to the point they are against capitalism but also
oppose socialism when it is developmentalist (desarollistas) which is the case
with many left wing political parties in Latin America and according to their
experience in the Mexican capital region. This is why they are all for the
Cochabamba declaration on the rights of Mother Earth with one exception,
the notion of socialism. They have been the only force in the climate justice
discussions here at FSM meetings on climate justice cooperation that have
positively mentioned the Zapatista kind of struggle while being scetpical
towards left wing parties. They were also the only ones mentioning the
systemcritical Mesa 18 in Cochabamba were indigenous groups and ecological
groups met opposing mining and other development projects causing social
and environmental problems in Bolivia and ALBA countries. This Mesa 18 was
not allowed to be part of the official Cochabamba meeting. That
Klimaforum10 mentioned Mesa 18 was not seen positively by some other groups present belonging to the Cochabamba main stream.
Klimaforum10 have 18 people engaged voluntarily and meetings twice a week.
They have contacted the foreign ministry for infrastructure support.
5. Local ecological grassroot organizations in the Cancun region. Fundacion
sin fronteras working on ecological issues and solidarity economy and
likeminded small groups in the region presented the situation. Danish Peoples Climate Action (mostly big NGOs of the tcktcktck kind having a coordination during COP15 in Copenhagen) have visited Cancun and a meeting for all interested took place.
The local "left wing" government have made and NGO with one person in key
position previously in the government. As the local grass roots
organizations are sceptical towards the left wing government and its record they have maintained their own cooperation but lack resources.
The first meeting was held on monday. It was chaired by a young person from
the Boell foundation which is linked to the German Green party and a main
donor to many NGOs and environmental projects in Mexico. The chair
intervened quite extensively in the discussion. The main contradiction in the Mexican wor towards Cancun was said to be the relationship with government. On whatissues was not presented which made the discussion obscure. Centro Mexicana de Derechos Ambientales seemed not against to have some contacts with the government while RMALC was opposed. Both groups participates in the broad meetings without name.
The discussion was extensive but did not make the political content much
more clear. There is a strong Latin American cooperation between well
established networks that used the meeting in Cochabamba to further develop their work towards Cancun. It was also clear that there were many Mexican grass roots organisations, especially rural, that had their own discussion on their own agenda. All Mexican groups stated that there was a need to develop more
consciousness about climat change and climate justice in Mexico.
The most clear political agenda at the first meeting was promoted by RMALC,
mainly stating it was climate justice and refering to Cochabamba and some
general climate justice agenda as Latin American networks have formulated
the issue. It was more presented as something that was well known already
and not to be contested rather than in a critical manner showing what the
differences could be in relation to other opinions or in relation to
possible internal differences.
A more clear political discussion seems to be hard to have as the broad
meetings was sometimes presented as only for information exhange and the
participants so far in spite of many meetings have not made their opinion clear. At other times the purpose was presented as enabling to come to an initiative later.
The general Picture can be summarized: On the one hand there was a Mexican
initiative emerging with RMALC as the key organization within the broad
meetings getting their legitimation from their established position as a
network working with many different summits and latin American networks as
the Hemispheric Alliance. On the other hands Klimaforum10 with
Ecocommunidad and like minded organization as key groups that have a long
term commitment to local ecological struggles also against the left wing
regional government that was funding the FSM tematico. These groups lack
international experience before going to Copenhagen, have coordinated the
ecological part of Mexican social forums earlier when it was not as much in
their mind coopted by the regional government. They also never recieved any
international funding. Apart from these two groups the third dominant actor
are environmental NGOs as Greenpeace and others often funded by Boell
foundation who all have a key position in the Frente amplio meetings. These
groups stated clearly their undecisiveness, that they wanted to have the
situation open including cooperating with CAN and not only CJN. Via
Campesina made it clear that they are going to have threi own process to find out their agenda in different parts of Mexico.
A problem seems that many Mexican groups except for the ecological grass
roots groups who have for long been working on climate and enverionmental issues
and RMALC who have a long record in international cooperation with other
networks are uncertain about the issue and want to wait and see tofind out were
possible cooperation partners are. RMALC and their closest coopèration partners
seems especially looking at tactics in relation to election that will take place
in thew whole region of Cancun the following months. Thus a clear political
picture is not possible until after this according some estimatyions. To get
support from the regional government is seen as a key element for getting reoruces by this group and then go to the federal government. Via Campesina had
announced a special meeting in Mexico City in connection to both FSM tematico and WSF International committee meeting. But this was postponed due to Mexican Via Campesina that needs more time to discuss their position.

I write this in english so it can be circulated also here among CJN people.
The situation here seems interesting. On the one hand Klimaforum backed by
a few very small ecologist grass root organizations, on the other hand
Frente amplio who is set up for information exchange between many
environmental organisations and anti neoliberal networks. On the paper the
Klimaforum organizations can be seen as almost negligble in sice compared
to the more resourceful organization within the Frente amplio.
It took some time to find out about the political content. At a meeting
during FSM tematico four Mexican initiatives four strands were presented.
Both political content and what organizations actually backs which
intiatives was somewhat unclear. Partly because some were not present at
the first meeting as Klimaforum and Via Campesina, partly because what to
do and what demands to put forward is still to be discussed.
1. The meetings without a name, afterwards others have labeled these
meetings Frente amplio, broad front, a classical Latin American left wing
concept. 6 such meetings has taken place. The last ones according to one
source far away from the city centre and hard to reach. It is these
meetings that Latin American social movements refer to in a recent letter
on Klimaforum as “a broad space of convergence and mobilization. This work
is the result of a call which went out among interested groups (including
RMALC, the Mexican organizations which are a part of the "Drawing the line
for
Change" campaign, Other Worlds, organizations from all social sectors
including members of Via Campesina and some NGOs which are a part of
this struggle).
2. La Rumba de Cancun, I am not for certain about this name but a Latin
American campaign for climate justice, and possibly wider ; question mark ;
supported by Mexican organizations as RMALC, the network against free trade
that grow out of the struggle against NAFTA.

The information I recieved about the differences between the two main
initiatives can be presented as:
Klimaforum European, Frente Amplio-RMALC, truly LatinAmerican/Mexican
It is true that Klimaforum have links with Klimaforum in Copenhagen. The
Klimaforum declaration process was dominated by third world people. It is
true that the Klimaforum declartion process and Klimaforum was not
dominated by left wing parties. But it was not especially European. On the
contrary were the strong European NGOs excluded from influence by the
political platform denouncing false solutions, technofixes and a main trust
in market based solutions. It was a rebellion against the European main
stream NGOs with the help of global democracy. Within Frente Amplio there
are many European funded NGOs and projects who seems to be very influential
and that RMALC wants to be part of their intiative. Another way to put the
differences could than be: Mexican grass roots against main stream
progressive NGOs and networks with strong financial base in Europe.
There is also other arguments claiming that Klimaforum10 is European as
e.g. the name and in general that it lacks roots in Mexico/Latin America.
This has been expressed in earlie messages from Cochabamba meeting and is
now repeated in a more general language is a longer email from Latin
American groups on Klimaforum10.
Klimaforum10 is not respecting the reality of the struggles, identity and
history in Americas which hás been developed in the struggle against Freet
trade agreemnts anda t Peoples summits, Frenta amplio does
Ecocommunidad and others behind Klimaforum have participated in the
struggle against the free trade agreemtns from the very start. They are
also in the ecologuical and climate justice struggle from the very start.
The claim that Klimaforum10 has any other political base than that which
has emerged among systmecritical soscial moveemnts that address both socila
and ecological issue have no arguments from the actual political oplatform
as it has been discused by Klimafrum10. It was presented at the FSM
meetings as:
Defend the rights of mother earth
Defend human rights
Defending the right of migrants
It was also made clear what the Grass root ecological movements might
differ from others they Said: they are for animal rights, and more to the

When it comes to the environmental issues the Klimaforum10 organizations
are open for discussion. They have a longer ciommitment to envrionmental
confrontational struggles that most other organizations in Mexico and
cetrainloy many of the NGOs at the core of Frente Amplio. These NGOs do not
want to to have a climat Justice Now platform but to also telate to CAN and
the Greenpeace style camágining on climate issues. Klimaforum10 with its
roots in Mexican ecoloigcal struggles fully support the CJN platform and
oppose this kind of CAN-Greenpeace kind of climate campaigning which they
regard as much a s resulto f transtional NGIO influence.
The claim that Klimaforum10 is not an expressing of a struggle rooted in
Mexican reailties have no political content nor is it correct when looking
at the history of the Grass roots groups that is behind the initiative.
Klimaforum is closed, Frente amplio is open
In the discussions Klimaforum10 is frequently accused of being closed while
Frent amplio is open. One of the main accusations is that Klimaforum10 has
degrowth in its political platform. This is false. The ecological
grassroots iare very open about how they got involved as ecocummnidad was
invited to Kliamofrum as they are promoting the Idea of degrowth. But they
also state clearly that the platform of klimaforum does not include
degrowth. When i confronted the RMALC reprsentative with Kliamforum10
rerpsentative with each other it turned out that the RMALC reprsentative
was not open for any discussion while Klimaofru10 was.
Klimaforum10 is right, frente amplio is left
Another way of presenting the two alternatuives is claiming the Grass roots
ecologistas as right and the frente amplio as the only progressive force.
It si true that the Klikaforum10 organizations are sceptica towards
clsoeness to left wing governemnts promtoing eoclogicall dangeroeus
projects and thinks that e-g- the FSM temático in Mexico city was to much
part of government propaganda and not independent. It is also true that
Klimaforum 10 have contacts with the foregn ministry to try to get
infrastructure resoruces in Cancun for Klimaforum10. It is also true that
the record of the garss root groups is independence to any government or
party. Frente amplio would probably in the end also apply for help from the
fedral government but have contacts also with the regional left wing
government and hope to Begin there. They condier the FSM in Mecio city with
its strong closeness to the left wing goervnment as a good model for
Cancun. They seem uninterested in Zapatistas and Mesa 18 in Cochabamab and
oprefer cooepration with Greenpeace and Boele foundation funded NGos rather
than ecological Grass roots organisations. Which initiative in the end is
system critical anjd not is with other words not possible to frame the way
it is rehorically done by infleuential organisations in Mexico Who use more
or less any argyumen they can find to avoid cooeprating with indedpendent
Grass root ecological movements.

Carlos Garcia Robles me dice que fueron mas de 100,000 personas las que participaron en la manif del sabado; por todas las calles circulan ruidosamente los policias; el Klimaforum fue hoy invadido por la policia y veo muchos manifestantes arrestados, sentados en el piso, cantando, en los patios del antiguo rastro; la pobrecita policia de Copnehague que utiliza uniformes acolchados que los hacen parecer gigantes y un equipo como de astronauta, tuvo que pedir apoyo de las policias de Alemania, Suecia y no se que otros paises; se han visto obligados a utilizar por primera vez chorros de agua. La policia nos recuerda que no hay solo bondadosos daneses en este pais; tambien exiten muchos facistas defensores del capitalismo. En Chrsistiania mujeres han realizado una manif disfrazadas de policia con un uniforme que dice IDIOCY en lugar de POLICY. La bella, monumental y antigua Copenhague esta invadida por los Seven Eleven, MacDonalds, Burger King; tienen unas bellas iglesias de tabique rojo oscuro y ciclopistas en todas las calles; tal vez la bicicleta impidió que esta pais se volviera totalmente facista, pues existe un fuerte movimiento socialista en este pais.
Hay crisis en el Bella Center, pues estan registrados mas de 40,000 personas y solo hay cupo para 15,000 personas; sospecho que los mexicanos falsificaron las credenciales, pero, estan muy molestos pues a partir de este lunes restringieron severamente las entradas a la cuarta parte. World Wilde Life , WWF, Greenpeace, Oxfam tienen, segun nos dicen, oficinas mas grandes en este foro que la mayor parte de los paises empobrecidos. Greenpeace que no participo en la organizacion de la marcha del 12 de dic, se agandalló el mejor lugar en esta manifestacion. La proxima llegada de Hugo Chavez, Evo Morales, Obama al Bella Center aumenta la expectacion. la prensa mexicana ha brillado por su ausencia; me dicen que solo vendran a cubrir la vista de Calderon; Mexico estara desde luego muy bien informado de esta cumbre. La gran mayoria de los mexicanos en Copnehagua estan en el Bella Center; en el Klimaforum casi no hay mexicanos.
Me reuno en el Klima con Jorge Riulli, su equipo de Argentina y sus grupos sobre agricultura. Comentan que el Klimaforum ha tenido un fuerte debate politico desde su inicio; consiguieron que no participaran en este foro WWF y Greenpeace, por su cercania con las posiciones gubnernamentales, no obstante, este foro ha perdido un poco su orientaci'on hacia la presion politica a los gobiernos, para convertirse principalmente en una especie de foro social mundial, donde todo mundo expone, pero, no adopta posiciones unificadas. El equipo danes solicita que en Mexico se tenga una mejor organizada presion sobre los gobiernos, para reducir la enorme presion de las transnacionales y bancos en las cumbres. Riulli comenta que el primer ministro de Dinamarca y su secretaria del medio ambiente quisieron crear demasiadas expectativas de esta reunion y demasiada atraccion a esta cumbre, ya que cierran su carrera politica local para actuar en grande en la Union Europea, donde seran titulares de la OTAN y del Medio Ambiente. No tendria por que ser tan importante Copenhague, cuando Obama todavia no tiene apoyo de su congreso para su nueva politica sobre cambio climatico y medio ambiente; probablemente en Mexico si habra mejores condiciones para lograr avances. Propongo en esta reunion varios puntos que se aprueban: 1- Organizar la entrega de un premio mundial a la ONG mundial con la peor actuacion frente a los gobiernos; 2.- Organizar un grupo hacia la COP-16 de Mexico, que reciba y sintetice la infortmacion que fluya de los gobiernos y proponer acciones inmediatas ante los acuerdos gubernamentales: agilizar la informacion y la respuesta social; 3.- Ayudar desde Mexico al grupo internacional de agricultura, a tomar contacto con las mejores organizaciones campesinas mexicanas: me comprometo a ayudarlos. Les propuse exigir a los gobiernos una disminucion anual del 10% de la agricultura industrializada. Desde luego quieren que se expongan las alternativas tambien en Mexico. Me entrevista Radio Netherlands-en espanol, para explicar mi participacion en el Klimaforum.
LLego antes que persona alguna a la embajada mexicana en Hellerup, por la noche, al coktail que he sido invitado; una de los muy raras casas que se pueden ver en Copnehgue, pues casi todo mundo reside en departamentos en esta ciudad. Una muy suntuosa mansion. La embajadora nos recibe y vemos llegar a los cabilderos del empresariado mexicano, muchos jovenes de ONGs mexicanas; funcionarios publicos y politicos: Yedickol; Alberto Cardenas, el defensor de los transgenicios, el Doctor Tudela y el secretario de la SEMARNAT; magnificos platillos mexicanos, con sabor danes. Me felicitan los representantes de la Heinricho Boell en Mexico y conozco a un representante de sindicatos mexicanos que demuestra un gran interes por el descrecimiento; tambien algunos cabilderos se interesan. Una danesa con hijos residentes en la Condesa en Mexico me hace una magnifica comparacion entre Mexico y Dinamarca.
Hoy nos toca ver el tema del agua y manana me preparo para la gran manif en esta ciudad y para regresar a Mexico durmiendo en el aeropuerto de esta ciudad; la presencia de Calderon y la policia me hacen insoportable ya esta ciudad. Nos vemos por alla.

Desde Copenhage: INICIAMOS CON NAOMI KLEIN Y VANDANA SHIVA EL KLIMAFORUM
Hoy inicia el Klimaforum a las 6 de la tarde, con las presentaciones de las muy admiradas Naomi Klein, canadiense, escritora de varios celebrados libros antiglobalizacion (No Logo) y Vandana Shiva, premio nobel alternativo, ecologista de gran reconocimiento mundial; mientras tanto en el Bella Center, los gobiernos preparan la cumbre mundial del clima. Trabajan 800 voluntarios daneses en el Klimaforum y algunos de ellos hablan muy bien espanol. Una gran cantidad de actos y talleres y visitas estan el programa con personas de todo el mundo y estan programados, desde Meat the Truth hasta Via Campesina. Existe una tercera reunion sobre el clima en Copenhague, de los alternativos de los alternativos, en una comuna existente en Copenhague desde hace mas de 10 anos: una muy famosa comuna por estar situada en un lugar cerca del centro de esta vieja ciudad; tratare de visitarla y hacerles saber mas detalles de su existencia.
